Vent pipes without a cover?

Please correct me if I'm wrong, but does vent pipes cover really necessary? I mean, the amount of rain water that enters the pipe can clog or saturate the already settled water inside the system? Plumbing Service Melbourne says, it is necessary, but i want to hear it from this site who I believe are experts.
